Excerpt from SRSG Hanna Tetteh remarks to the Security Council on the situation in Libya – 24 June 2025

Ms. Hanna Tetteh, Special Representative of the Secretary-General for Libya and Head of the United Nations Support Mission in Libya (UNSMIL), emphasized the vital importance of cohesive international support for Libya, following the meeting of the International Follow-up Committee for the Berlin Process on Libya (IFCL), held in Berlin on 20 June.

Ms. Tetteh expressed her satisfaction with the meeting, the first of its kind after a four-year pause, noting that it represents โ€œan important shift towards revitalizing international coordination on Libya and unifying international support for the UNโ€™s efforts to advance the political process.โ€

The meeting was attended by representatives from 19 member states and three regional organizations. Participants called for strengthening the current ceasefire in Tripoli and acknowledged the work of the Advisory Committee in identifying viable pathways to address contentious issues. They also expressed their support for the four working groups focusing on political, security, economic, human rights, and international humanitarian law aspects.

Attendees agreed to hold regular meetings in the future to coordinate and guide international support for the UN-facilitated political process.

Ms. Tetteh stressed that โ€œcohesive international support is indispensable,โ€ affirming that Libya is currently at โ€œa critical juncture in its efforts to achieve the overarching goal of enhancing democracy, moving towards the election of a government that unifies state institutions, strengthens good governance, and is accountable to its citizens.โ€

In her remarks, Ms. Tetteh thanked the Federal Foreign Office of Germany for its leadership and support, as well as all IFCL members for their commitment to supporting UNSMILโ€™s efforts to relaunch a comprehensive political process and for their constructive engagement.
